Help with trem setup on a new Axis

I just got a new Axis and as I understand – the trem bar is supposed to “pop” in. It didnt “pop” at all and its very stiff (I prefer a loose bar that swings out of the way when you let go). I was told to open the back plate and “adjust the screw” to loosen/tighten (attached pic) but I tightened and loosened the screw on the bottom of the brass block but it didnt do anything. I loosened the screw that you get access to when pressing down on the bar but that just made the bar fall out. Please…
