Neck Cleaning (NOT A QUESTION ABOUT OIL/WAX REAPPLYING!)

So a few weeks after smoothing and oiling/waxing the neck I feel it gets a little dirty feeling. Not as smooth, as if there are bits of debris on it. Can I clean the back of the neck to keep it smooth without doing another oil/wax (as all word says it’s unwise to do so more than once or twice a year-I’m no wood expert.) ? Do I clean and re-wax without oil? And if I can merely clean to smooth it out, what’s the best method? 0000 steel wool? Really fine sandpaper? A cleaning spray and…
